Institutional Prescription Safe-Harbor

1. Purpose and Scope

This document defines the scope and limits applicable where an institution prescribes VerifiedClimate Records as a required or preferred submission format for declarations, disclosures, or supporting materials provided by third parties.
This Safe-Harbor is intended to clarify responsibility boundaries, evidentiary scope, and non-endorsement principles for institutional use.

2. Meaning of Prescription

Prescription means specifying VerifiedClimate Records as a submission format within existing institutional mechanisms.
For the purposes of this document, prescription means an institution specifying VerifiedClimate Records as a permitted, required, or preferred submission format within existing processes such as engagement letters, grant conditions, procurement procedures, compliance checklists, or reporting requirements.
Prescription relates solely to format and custody and does not alter substantive requirements, evaluation criteria, or decision-making authority.

3. Custody and Timestamp Scope

VerifiedClimate Records provide:
• Contemporaneous custody of submitted declarations and materials
• Timestamping at the point of issuance
• Tamper-evident preservation of content as submitted
VerifiedClimate does not assess, verify, validate, certify, or opine on the truth, accuracy, completeness, or sufficiency of any submitted content.

4. Responsibility for Content

All responsibility for the accuracy, completeness, legality, and adequacy of submitted declarations and materials rests exclusively with the submitting party.
Prescription of VerifiedClimate Records by an institution does not transfer, share, or imply responsibility for submitted content.

5. No Endorsement or Verification

The use or prescription of VerifiedClimate Records:
• Does not constitute endorsement, approval, verification, or certification of any claim or disclosure
• Does not create reliance obligations
• Does not represent a determination of compliance, eligibility, or merit
Institutions retain full discretion to assess, accept, reject, or request further information irrespective of the existence of a VerifiedClimate Record.

6. Handling of Corrections and Supplements

Where information requires correction, supplementation, or clarification after issuance, this is addressed through the issuance of an additional VerifiedClimate Record.
Records are not overwritten or amended. Chronological integrity is preserved by design.

7. Non-Exhaustive Nature of Records

A VerifiedClimate Record may consist of a declaration alone or may include supporting materials, at the discretion of the submitting party or as required by the institution.
The existence of a Record does not imply that all required documentation has been submitted or that submission requirements have been fully satisfied.

8. Procurement and Commercial Neutrality

VerifiedClimate Records are issued on a per-use basis and do not require subscriptions, long-term commitments, technical integrations, or contractual onboarding.
Prescription of VerifiedClimate Records does not mandate an ongoing commercial relationship beyond the issuance of the Record itself.

8. Limitation of Institutional Exposure

Nothing in the prescription or use of VerifiedClimate Records shall be construed to:
• Expand institutional duties of care
• Create fiduciary, advisory, or verification obligations
• Modify statutory, regulatory, or contractual responsibilities
Institutions prescribe VerifiedClimate Records solely as a neutral evidentiary custody mechanism.

8. Governing Principle

VerifiedClimate Records preserve; what was declared, when it was declared, and in what form it was submitted.
They do not determine; whether the declaration is true, sufficient, or acceptable.
